Leading the National Expansion of Grant and Incentive Programs for CPAs, Businesses, Municipalities, and Nonprofits
West Palm Beach, FL — November 5, 2025 — Engineered Tax Services (ETS), the nation’s leading provider of specialty tax credits, incentives, and grant advisory services, proudly announces the appointment of Whitney Fagan as Vice President of Grants & Incentives. This strategic addition underscores ETS’s growing leadership in advancing tax and grant equality—a nationwide mission to ensure that small businesses, entrepreneurs, municipalities, and nonprofits have the same access to tax benefits and funding opportunities traditionally reserved for large corporations.
In her new role, Fagan will lead the national expansion of ETS’s Grants and Incentives Division, developing integrated funding strategies that serve municipalities, nonprofits, developers, and businesses across the country. Under her leadership, ETS will help cities secure infrastructure and sustainability grants; assist nonprofits in obtaining federal, state, and private funding for social impact initiatives; guide real estate developers and investors in leveraging development incentives and Opportunity Zone programs; and support small and mid-sized businesses in accessing innovation, workforce, and sustainability grants that complement R&D and energy-efficiency tax credits. CPA firms and family offices will also benefit through integrated grant and tax credit strategies that maximize client value and expand advisory capabilities.
Through the Engineered Advisory Network, ETS partners with CPA firms in all 50 states to deliver advanced specialty tax services. With Fagan at the helm, ETS will now offer those same firms a comprehensive grant discovery, proposal development, and incentive integration platform—empowering accountants to provide clients with seamless, high-impact funding strategies.
“Whitney’s arrival marks a new era for ETS,” said Julio Gonzalez, CEO and Founder of Engineered Tax Services. “She brings a proven ability to secure transformative funding for communities, nonprofits, and private enterprises alike. Together, we will expand access to the financial resources that build America—one project, one business, and one municipality at a time.”
Fagan’s appointment strengthens ETS’s mission to democratize access to capital through integrated funding strategies that combine grants, tax credits, and incentives under one national platform. “I believe access to funding should never be limited by size, zip code, or influence,” said Whitney Fagan, Vice President of Grants & Incentives. “From Main Street businesses to city governments, from nonprofits to developers, our goal is to make every qualified organization aware of—and equipped to pursue—the opportunities that already exist for them. Together with ETS’s national network of CPAs, we’ll make tax and grant equality a reality.”
